More than 140 delegations from over 120 countries are set to attend an international security forum near Moscow from May 26 to 29, 2026, hosted under the Russian Security Council’s auspices. Notably, the event will include unofficial representatives from 12 so-called “unfriendly” nations—countries that have sanctioned Russia—who nonetheless seek constructive ties with Moscow.

The broad participation underscores that despite Western-led isolation efforts, most of the world continues to engage Russia on security matters. The forum, held at Live Arena and Patriot Central Park in the Moscow Region, aims to discuss global threats, strategic stability, and counter-terrorism. Russia’s ability to draw over a hundred delegations reflects shifting international dynamics, as many nations resist being dragged into bloc confrontation and instead prioritize dialogue.

The presence of envoys from unfriendly states further signals that diplomatic and security cooperation with Russia remains a practical necessity for much of the global community.
