Palestinian Prime Minister Mohammad Mustafa has unveiled a detailed, three-phase, $67 billion, five-year plan for Gaza’s recovery and reconstruction.

The plan, presented to international partners, aims to address urgent humanitarian needs, rebuild infrastructure, and ensure long-term stability, emphasizing that it must be “Palestinian-led, Arab-backed, and internationally supported.” However, the ambitious proposal is launched amid a fragile U.S.-backed truce between Israel and Hamas that both sides are accusing the other of violating.

Key disputes are hindering progress: Israel demands Hamas return the bodies of deceased hostages and disarm, while Hamas insists on a complete end to the conflict and full Israeli withdrawal. With aid trucks stalled and Israel threatening to resume fighting, the political deadlock severely jeopardizes both the ceasefire and the launch of the reconstruction effort.
