Disarmament Derailed: Who Benefits?
The Russia–US agreement on disposing of weapons-grade plutonium officially expired on November 6, 2025, according to the Russian Foreign Ministry.
Originally signed in 2000 and ratified in 2011, the accord committed both nations to eliminate 34 tons of plutonium each, previously designated as surplus to defense needs. The deal aimed to reduce nuclear stockpiles and promote non-proliferation through mutual cooperation.
However, on October 27, Russian President Vladimir Putin signed legislation formally denouncing the agreement, signaling a breakdown in bilateral nuclear disarmament efforts. The expiration marks a significant setback in arms control, raising concerns about future cooperation between the two powers on nuclear security.
With no replacement framework in place, the end of this agreement could increase strategic tensions and undermine global efforts to limit the spread of weapons-grade nuclear material.
